Reactivating an inoperative bank account: what the RBI's rules say
A savings account you have not used yourself for two years can stop working, and many people think the money is gone. It is not. The fix is a KYC update at a branch. It is free, and the bank has three working days to finish it. This guide explains the rules in plain words, then builds your checklist and a one-page slip you can hand over at the counter.

Your plan and counter slip
Answer a few questions. Your plan and a counter slip build as you go, and nothing you enter leaves your device. This guide follows the rules for commercial banks; co-operative banks may differ in detail.
Your steps
Your papers
The RBI does not publish a fixed list of papers for activation. The bank applies its KYC rules, so confirm the list with the branch.

The four steps to an active account
The whole journey from an inoperative account to an active one, at a glance.
The same four steps in words
- The account shows as “inoperative” because you have made no transaction yourself for over 2 years.
- You visit any branch of the bank with your KYC papers (or do a video KYC, if the bank offers it).
- The bank checks your KYC, and two officers, a maker and a checker, approve the change.
- Within three working days of a complete application the account is active again, with no fee. The bank tells you by SMS and email.
Three stages of an unused account
| Stage | No transaction made by you for | What it means | What to do |
|---|---|---|---|
| Still operative | Under 2 years | The account works normally. After 1 year without a transaction the bank must write, SMS or email you. | Make one transaction. |
| Inoperative | Over 2 years | No debit is allowed until you complete a KYC update. | Visit any branch, or do video KYC. Free. Done in 3 working days. |
| Unclaimed deposit | 10 years or more | The bank moves the money to the RBI's DEA Fund and lists the holder (name, address, UDRN) on its website. | Find it on UDGAM or the bank's list, then claim through the bank. |
You may hear the word “dormant” for the first stage. The RBI's directions do not use it; they define only “inoperative” (over two years) and “unclaimed deposit” (ten years or more).
What counts as a transaction by you? Anything you make or ask for: a deposit or withdrawal, UPI, NEFT, a cheque, a standing instruction or auto-renewal you set up, a request or successful login through an ATM, net banking or the bank's app with two-factor checks, and a KYC update. Interest, charges and taxes that the bank adds do not count.
Re-KYC in plain words
Re-KYC, which the RBI calls periodic updation of KYC, is a separate duty from reactivation. It keeps your KYC details current even while the account is active.
| Risk category | KYC update at least every |
|---|---|
| High risk | 2 years |
| Medium risk | 8 years |
| Low risk | 10 years |
The count runs from the day the account was opened or the KYC was last updated. The bank decides your category.
- No change in your details: a self-declaration is enough. The bank must accept it through your registered email or mobile number, an ATM, net banking, the bank's app or a letter.
- Only your address changed: you give a self-declaration of the new address in the same ways, and the bank checks it within two months, for example by a letter.
- The bank may also ask for a copy of an address proof, but only if its own Board-approved KYC policy says so.
- Banks may use Aadhaar OTP e-KYC and authorised Business Correspondents for this.
- Before the due date the bank must send at least three notices (one by letter), and after it at least three reminders.
- For low-risk individual customers the bank must keep allowing transactions, and must get the KYC updated within one year of the due date (or by 30 June 2026, if that is later).
- Unlike reactivation, which every branch must offer, the RBI only asks banks to consider offering routine re-KYC at any branch. A bank may limit it to your home branch if its policy says so.
For bank staff: the counter checklist
Use this list in a morning huddle or at the counter. The paragraph numbers are from RBI/DOR/2025-26/170.
- A customer with a printed slip has already told you the account state, the request and the papers. Read it first; it saves a round of questions.
- Accept the request at any branch, home branch or not (paragraph 204).
- Inoperative does not mean closed: debits stay blocked until KYC activation (paragraph 212), but the customer's money and interest are intact (paragraph 208).
- For an account frozen by a court or agency order, do the KYC first, then clear the inoperative status (paragraph 205). The order-based freeze is a separate matter.
- Maker and checker: a second officer must authorise it, and the system log is kept (paragraph 206).
- Give a dated receipt and finish within three working days of a complete application (paragraph 207).
- Charge nothing for activation (paragraph 210), and no penal minimum-balance charge on an inoperative account (paragraph 209).
- Make sure the SMS and email go out, with the steps to report unauthorised access (paragraph 207). A short cooling-off period with transaction limits is allowed (paragraph 212).
- For customers above 70 or infirm, mention video KYC, a Business Correspondent or doorstep service where the bank has them (paragraphs 119 and 204).
- The person in front of you may be afraid the money is gone. A clear answer and a little patience save everyone time.
Beware of “reactivation fee” calls
Activation is free under the RBI's rules. If a caller, a message or a website asks you to pay a fee, share an OTP or install an app to “unfreeze” your account, it is a scam. Never share an OTP, PIN or CVV. Visit the branch yourself, or use the bank's own app or website. If you have already paid, read Lost Money to a Scam? The First 24 Hours, Step by Step, and before you pay anyone use the UPI Scammer Checker: Check a UPI ID Before You Pay.
If the bank delays or charges a fee
Take your dated receipt to the branch manager, then write to the bank's grievance cell, quoting RBI/DOR/2025-26/170, paragraphs 207 and 210. If the bank does not reply within 30 days, or you are not satisfied with the reply, you can complain to the RBI Ombudsman at cms.rbi.org.in.
Questions people ask
Is my money lost if the account becomes inoperative?
No. The balance and the interest remain yours. On a savings account the bank keeps crediting interest whether you use it or not. After 10 years the money moves to the RBI's DEA Fund, but you can still claim it from your bank.
Does the bank charge for reactivation?
No. The RBI says no charge may be levied for activating an inoperative account, and no penal charge for a low balance while the account is inoperative.
Do I have to go to the branch where I opened the account?
No. Banks must offer the KYC update for activation at every branch, including branches that are not your home branch.
Which papers do I need?
The RBI does not publish a fixed list for activation. The bank must follow its KYC Directions: identification, due diligence and a risk category. It helps to carry an Officially Valid Document such as Aadhaar, passport, voter ID or driving licence, plus PAN (or Form 60), a photograph and anything that shows the account number. Confirm the list with your branch.
I cannot travel. What are my options?
Ask the branch about video KYC (V-CIP), an authorised Business Correspondent, and the bank's doorstep banking for customers above 70 or disabled or infirm. The bank decides which of these it offers.
The account is frozen by a court or police order. Will activation unfreeze it?
No. Under the RBI's rule the inoperative status can be cleared after KYC even for such accounts, but an order-based freeze is a matter between the bank and the court or agency that issued it. Only they can lift it.
How do I find an unclaimed deposit?
Search on the RBI's UDGAM portal (udgam.rbi.org.in) or in the list on your bank's website, by name and address. The result shows a UDRN. UDGAM is for searching; the claim is made at your bank.
